1. Vigorously promote advanced standards and methods of quality management, focus on aviation, railway, automobile, information and other industries, and use information and intelligent means to accelerate the improvement and improvement of the quality management system suitable for the characteristics of the industry. In 2018, we will fully complete the upgrading of quality management system certification, gradually expand the certification coverage, and guide all kinds of enterprises, especially service-oriented, small, medium and micro enterprises, to obtain quality certification.

Interpretation: ISO 9001:2008 will expire in September 2018. Enterprises should upgrade to the new version of ISO 9001:2015 as soon as possible. It is estimated that the government will issue project support or restriction policies to encourage all kinds of enterprises to obtain quality certification.

2. Combination of guidance and coercion. Implement compulsory certification for products related to safety, health and environmental protection. Take incentive measures to encourage enterprises to participate in voluntary certification and promote enterprise commitment system to accept social supervision. Vigorously carry out green organic, robot, Internet of things and other high-end products and service certification in health, education, e-commerce and other fields to build a quality brand.

Interpretation: quality certification is still voluntary. It is expected that compulsory certification measures will be taken for some industries in the future.

3. Explore and innovate quality standard management methods, and implement prudent supervision over new technologies, new products and new business formats.

Interpretation: for new technologies and products, the certification audit will be more cautious and the fault tolerance rate will be lower. Insufficient preparation for a certain link may directly lead to certification failure.

4. Strengthen supervision, strict qualification standards, accelerate the decoupling of inspection, testing and certification institutions from government departments, and cultivate and develop the inspection, testing and certification service industry. Clean up and integrate existing certification matters and cancel unreasonable charges. Establish a traceability mechanism for the whole process of quality certification, and severely crack down on false certification, buying and selling certificates.

Interpretation: further strengthen the conditions, audit, evaluation, supervision and other process standards for qualification recognition. It will be more difficult for relevant qualifications to pass. Enterprises in need should complete qualification certification as soon as possible.

5. We will deepen international cooperation and mutual recognition in quality certification and accelerate the construction of a strong quality country.

Interpretation: Deepening international mutual recognition will further improve the gold content of certification certificates issued by China's third-party certification institutions, and import and export enterprises will rely more on qualification certificates to complete transnational cooperation.

Quality is the key to the success or failure of economic transformation under the new normal

The quality of goods and services is directly related to the fair trading rights and security rights of consumers, the sustainable development of manufacturing and various industries, the success or failure of China's economic transformation and upgrading under the new normal, and the success or failure of supply side structural reform. Without a perfect quality certification system, good enterprises can not stand out even if their products are of good quality; Even if the product quality of bad enterprises is low, they may swagger through the market.
